This is an open Select Exempt Service (SES) Environmental Manager position working fulltime at the Department of Health in Lee County.

This position manages a team of Environmental Health and Engineering Professionals performing a range of duties related to Florida Department of Health’s clean water programs. These programs include running the NELAC certified FDOH Lab, collection and assessment of water samples, healthy beaches program, limited use well permitting and assessment, SUPER Act Well Surveillance, harmful algae blooms, and public swimming pools. This position is responsible for the oversite of data analysis and entry, review of engineering applications and permit issuance, inspections of pool and limited use wells, confirmation of public notification, sample collection, and enforcement of regulations. A working knowledge of these programs and all related rules and regulations including Florida Administrative Codes (FAC) 20.43, 62-550, 64E-8, 40E, 64E-15, and 64E-9 Chapters 381 & 154 Florida Statutes, which are necessary to perform the required duties. This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

Interpret Florida Statutes and Florida Administrative Codes related to supervised programs. Serve as program manager and formulate program policies and procedures. Make recommendations to Environmental Administrator-SES.

Coordinate with local and state agencies on job specific projects.

Direct compliance and enforcement in investigating and evaluating complaints and non-compliance issues related to job specific programs. Recommend appropriate permitting actions within the time frame required by law.

Oversee and ensure a satisfactory level of efficiency and productivity following each subordinate's job specific standards. Responsible for supervising subordinates' programs related to Healthy Beaches, SUPER Act/Well Surveillance program, and Limited Use water programs.

Conduct studies and prepare reports and or Internal Operating Procedures for projects as required or requested by Environmental Administrator-SES.

Answer client inquiries and consult with the Florida Department of Health in Lee County Public Information Officer to provide expert guidance.

Laboratory Technical Manager, overseeing laboratory staff and daily operations.

Collaborates with Environmental Health and Engineering managers and supervisors to ensure quality standards are met when their EHE programs staff will cross train and specialize in, including but not limited to mobile home park inspections, public pool inspections as per FAC 64E-9. Track inspection quantity and quality and provide reports to the Environmental Manager.

Plans and develops research models using knowledge of mathematical and statistical concepts.

    MINIMUM QUALIFICATIONS REQUIRED

  • Incumbent must possess a valid Florida Driver License and have a motor vehicle to carry out these duties.
