University of Rochester Manager, ISO Advising Srvcs in Rochester, New York

GENERAL PURPOSE:

Under general direction of the Senior Associate Director for Advising Services and ISO, with latitude for individual judgement, supervises, hires, and provides performance reviews for the Scholar and Employee Team. Responsible for providing advice and consultation on employment-based and scholar sponsorship, including, H, O, J, J waivers, LPR, and B-1visitor categories. Coordinates support for international population throughout the University and the departments that host them. Works with USCIS, USDOL, USDOS, SEVIS System, and Sunapsis Database, U of R Departments, and senior leadership to ensure compliance and provide excellent service to the University community.

JOB DUTIES AND RESPONSIBILITIES:

Management of Scholar/Employee Immigration Advisors

  • Supervises scholar/employee immigration advisors.

  • Oversees immigration advisors in advising hiring departments, employees, and scholars on complex immigration regulations for employment based nonimmigrant statuses. Determines appropriate status for the situation. Advises on employment pathways to permanent residence. Advises dependent spouses/partners and children on immigration permissions, responsibilities, resources, etc.

  • Manages workflow, preparation of nonimmigrant petitions and DS-2019’s. Oversee J Exchange Visitor Program.

  • Develops presentations for immigration workshops

  • Oversees training and professional development for scholar/employee immigration advisors.

Immigration Regulatory Compliance

  • Ensures institutional compliance with immigration regulations for SEVIS, USCIS, USDOL, and USDOS regulations. Adhere to government reporting requirements and deadlines.

  • Provides training to immigration advisors, departments, scholars, and employees on immigrations regulations.

  • Serves as RO for EVP.

Immigration Advising

  • Advises hiring departments, employees, and scholars, on complex immigration requirements for employment based nonimmigrant statuses, H-1B, J EVP, TN, F-1OPT and STEM, B1/B2, and O-1. Determine appropriate status for the situation.

  • Prepares and files H-1B petitions and DS-2019’s.

  • Advises departments and international employees on employment-based pathways to permanent residence and coordinate with outside immigration counsel.

  • Counsels and triages employee concerns, anticipating potential immigration consequences or opportunities, and make appropriate resource referrals.

  • Works with VP of MD recruitment and immigration. Determine best nonimmigrant status for hire, best process to obtain a waiver, and on pathways to permanent residence for MD. Track MD’s requiring waivers of two-year home residence requirement.

  • Manages the design and deliver orientation programs.

Sunapsis Development and Maintenance

  • Supervises scholar and employee team to assist with Sunapsis development and implementation of UR Compass client facing portal.

  • Develops and presents UR Compass client facing portal training sessions for departments and scholars/employees throughout the University.

  • Combines Visual Compliance background check and Export Control license compliance into Sunapsis processes.

  • Integrates with Sunapsis immigration renewal process notification to department administrators and scholars regarding status expiration,

  • Oversees maintenance and updates for scholar/employee and information in Sunapsis database and government SEVIS system

  • Oversees management of Sunapsis Alerts

  • Working with the Systems Team, coordinates production of reports as needed from Sunapsis.

Other duties as assigned

QUALIFICATIONS:

  • Bachelor’s degree required.

  • Master’s degree preferred.

Required:

  • 5 years’ relevant experience required; or equivalent combination of education and experience.

  • Knowledge of employment nonimmigrant statuses, J-1 Exchange Visitor Program regulations, routes to employment sponsored permanent residence, and government SEVIS system, US Dept. of Labor, US Immigration, and US Dept of State regulations. Familiarity with Sunapsis preferred. Excellent communication, interpersonal, and organizational skills. Preferred experience with medical center

  • Per federal regulations, to be an Alternate Responsible Officer with responsibilities for the Exchange Visitor Program, U.S. citizen or permanent residence is required.
