UNIVERSITY OF TEXAS AT AUSTIN P3 Program Manager in Austin, Texas

Program Leadership: Lead complex and innovative projects involving planning, design and execution of major higher education land use and capital projects by providing project leadership, communication, coordination and conflict resolution. Work closely with Strategic Real Estate leadership and anticipate university needs. Establish project parameters to increase success and mitigate risks early in project development. Act as primary point of contact between public and private sector partners.Program Management: Oversee multiple project budgets, schedules, and contract agreements. Assist university stakeholders to obtain progress supporting consultants to achieve expected functionality; and recommend alternatives to recover from delays. Facilitate timely decisions by campus representatives and report progress and issues impacting the project goals to stakeholders. Coordinate efforts to manage project from initiation through completion of construction.Steward University Resources: Advocate with integrity for the campus requirements and support contract development, negotiations, and strong partnered relationships. Facilitate timely review and approval of design and construction submittals, changes, technical service contracts, Guaranteed Maximum Price submittals, bid documents, pay applications, etc.Facilitate UT Austin and UT System approvals as required.Process Development and Improvement:Institute and manage processes and controls to guide the Project Team and institution staff with consistency, reliability, and repeatability in management of project-related activities.Develop and apply project control processes to track progress, improve outcomes, ensure consistency, mitigate risks, and to assure compliance with Board of Regent's Rules Regulations and applicable State and Federal statutes and regulations.Unite Stakeholders and Define Common Purpose:Coordinate and lead internal university discussions during project planning, development, construction, and through completion. Facilitate communication and collaboration among municipal partners including City of Austin, utility providers, real estate owners, community organizations, contractors and other stakeholders. Lead or join meetings, submittal reviews, negotiations, and other efforts to reach solutions that satisfy competing requirements.Institute Best Practices: Stay current in P3 legal procedures, real estate agreements, concession agreements, codes and regulations applicable to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and special requirements of the building type or the local jurisdictions. Support efforts that require Capital Improvement Plan preparation and Board of Regents and Texas Higher Education Coordinating Board submittals and approvals.Other related functions as assigned. Collaborate with other UT Austin colleagues to initiate and develop process improvements.
