Summary The National Intelligence University (NIU) is the Intelligence Community's sole accredited, federal degree-granting institution. It serves as the intellectual hub for the intelligence profession, preparing today's leaders for tomorrow's challenges. Responsibilities Incumbent serves as Deputy for Research Support and Engagement at the National Intelligence University. The Deputy manages long-term strategic and day-to-day operations of the organization, to include overseeing the activities of the National Intelligence Press, the NIU Library, and the Office of Engagement and Recruitment. The Deputy supervises and manages personnel and administrative tasks for these organizations, in addition to providing strategic direction for them in alignment with NIU strategic objectives and goals. The Deputy engages with elements across the university, ODNI, the IC, and external entities, as appropriate, to ensure the efficiency, effectiveness, relevance, and integrated operations of the research mission of the university. These activities include managing organizational spending and personnel matters, as well as representing the Office in internal and other forums. The Deputy also initiates and ensures effective communication, coordination, and follow-up actions with subordinate elements. In addition, the Deputy leads university external engagement and communication efforts, to include NIU marketing, public-facing materials and websites, and support to the recruitment activities of the NIU Agency Chairs Council. Finally, the Deputy oversees NIU's technology transfer processes and procedures through the oversight of its Research and Technology Applications function. The Deputy is a direct report to the Vice President for Research & Engagement and participates in university governance and compliance with accreditation standards through NIU committees and councils. Represents the Office of Research, and the NIU with ODNI and IC research entities and in ODNI and IC research forums. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Superior judgment and critical thinking abilities as evidenced by leadership of complex projects and management of competing priorities in a dynamic, fast-paced environment. Superior leadership, to include managerial experience that involved setting expectations for supervisors and managing the performance of teams. Superior ability to execute senior-level guidance in a fast-paced environment and ability to translate strategic goals into specific objectives with appropriate metrics and methods to track progress towards meeting those goals. Superior communication skills, including the ability to clearly convey complex information both in writing and orally. Superior interpersonal and supervisory skills to lead and foster a diverse, collaborative work environment. Superior collaboration and consensus-building skills, as demonstrated by the ability to work across organizational boundaries and with personnel at all organizational levels. Expert knowledge of the ODNI structure, policies, and procedures, as well as the IC structure and its constituent members' roles and capabilities. Master's Degree in international relations, business administration, public policy, or related field Desired Requirements: Experience with grants management and oversight or technology transfer rules and procedures. Experience with creating and using assessment information to evaluate academic and non-curricular programs. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
