U.S. Coast Guard Senior Director of Retail Technology & Information Systems in Chesapeake, Virginia

We are seeking a dynamic and visionary leader to join our team as Senior Director of Retail Technology & Information Systems. This role offers a unique opportunity to lead our IT department, in a Chief Information Officer role, and drive transformative change across our organization. Responsibilities The position is a Senior Director at the Coast Guard (CG) Community Services Command (CSC) Headquarters in Chesapeake, VA, and reports to the Executive Officer (XO). The CSC oversees the CG Exchange (CGX) and ShopCGX.com which is a $250 Million retail operation with 67 stores throughout the United States and Puerto Rico and an eCommerce site for authorized patrons. The CSC also provides program management for the CG's Morale, Well-Being, and Recreation program, provides HR support for the CG's 1,400 NAF employees and is the CG's NAF Center of Excellence. Plans, coordinates, and directs the operation of the Community Services Command Information Systems including worldwide network services; enterprise systems; applications systems design, development, and support; and end user service and support. Develops and executes Information Systems strategic plans, considering CSC's short- and long-term business priorities and objectives. Supervises and manages Information Systems personnel to achieve objectives. Directs development and enforces program management standards. Develops policy that will streamline, standardize, and integrate business functions and processes to enable better support of goals. Coordinates and manages the IT Governance Program. Plans the systematic upgrade and modernization of Information Systems. Directs the research, testing and evaluation of advanced systems, techniques, new business processes, hardware, and software products to include vendor sourcing, review of private sector best practices, and consultation with application CSC Divisions. Executes feasibility studies to support major information technology expenditures including economic analysis and justification of all viable alternatives. Establishes systems to monitor realization of expected benefits of new systems. Coordinates the acquisition of Information Systems resources, including determining and coordinating all vendor sources of computer-related services. Evaluates and selects business partners, consultants, contractors, software, and hardware. Maintains close liaison with CSC functional divisions on Information System requirements, procurements, and financing. Develops and executes systematic means of introducing and deploying new and upgraded information systems, emphasizing design and module development, testing, validation and user training and support. Identifies and implements information system security policies, standards, and procedures consistent with commonly accepted retail industry practices and DHS, USCG and DoD requirements. Ensures a disaster prevention and recovery plan is in place. Ensures superior customer service and support, including availability of computing resources, timeliness of programming projects, and responsiveness to internal customer needs and requirements. Develops and executes the Information System Division Budgets. Aggressively monitors and manages information systems projects and programs to ensure budget goals are achieved. Maintains close relationship with internal and external groups involved in Information Systems operations, including key officials within CSC, higher government echelons, military resale sister services and private industry. Carries out the full range of responsibilities relating to personnel administration directly and through subordinate managers. Directs the continuous improvement and development of the IT staff, to maintain pace with technological progress, economic change, and business needs. Receives very broad direction from the XO; work is guided by CSC's strategic business plan and corporate priorities. Tactics used to achieve strategic objectives are within the purview of the incumbent. Work is reviewed for effectiveness in developing and implementing, efficient, responsive, and cost effective IS programs. Performs other related duties as assigned. Requirements Conditions of Employment OTHER ESSENTIAL INFORMATION: Selectee will be required to participate in Direct Deposit/Electronic Funds Transfer as the Standard method of payment for payroll and travel purposes. Males born after 12/31/59 and at least 18 years of age must be registered with the Selective Service System, unless covered by an exemption under the Selective Service Law, in accordance with 5 U.S. Code 3378. Selectee will be required to provide a written statement regarding his registration status unless he is exempted by this statute. Must satisfactorily complete a Federal Background check. Qualifications Minimum: Bachelor's Degree in Computer Science or related field. At least 5 years of experience supervising a Retail IT department at the Director's level. Proven project management skills directing projects from conception until post implementation; proven experience with Structured Development Life Cycle (SDLC); proven experience with Change Management; proven experience managing a multi-million-dollar IT budget for hardware, software and other expenses. Must be able to manage multiple projects simultaneously. Preferred (in addition to the minimum requirements): Master's Degree in Business Administration, Computer Science, or a related field. At least 10 years of experience supervising a retail IT department at the Director's level. Project Management Professional (PMP) Certification.
