AboutColorado Energy & Carbon Management Commission (ECMC) (https://ecmc.state.co.us/about.html#/about) :

The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.

The Personnel and Strategic Planning (PSP) Unit is responsible for managing the strategic development of the organization, including development of strategic plans and projects, identifying the need for additional positions, and developing leadership, organizational resilience, and succession planning. This unit is also responsible for the administration and development of personnel, including recruitment, salary administration, performance planning, employee development, training and performance improvement. It also provides general administrative assistance and recommendations to the Director, Deputy Directors, Commissioners, and other stakeholders.

Description of Job

Position Summary: In order to plan and implement a strategic roadmap for ECMC, it is critical that all of the current processes and procedures of the organization are located, mapped, and updated as improvements are made. This position will be the ECMC staff authority for business process mapping which will directly inform all strategic planning including the development of a Strategic Roadmap for the Commission.

Business process mapping will allow ECMC a deep understanding of all ECMC business processes which will provide the information needed for the PSP Unit to:

  • Determine the ‘current state’ of ECMC business processes

  • Utilize process mapping, requirements gathering, design evaluation, and testing to implement solutions for ECMC future state initiatives

  • Determine which business processes are deficient or need improvement

  • Develop a comprehensive strategic roadmap to optimize business processes

  • Liaise between all ECMC units in strategic planning integration

    Map and Maintain all ECMC Business Processe s : This position will look to collect data points and streamline processes based on the Commission's mission.

  • Create process mapping processes and procedures including selecting mapping software, identifying key stakeholders, meeting with various staff to walk though all current state of all business processes, and soliciting feedback from various ECMC staff in various feedback loops

  • Work with PSP Manager and other leadership to create ECMC Strategic Roadmap for the Commission

  • Lead multiple strategic project activities simultaneously, working with internal and external cross-functional groups

  • Gain a deep understanding of business implications and incorporate that understanding into technical and process improvement recommendations

  • Use project management software and other software visualizations to show ECMC process integration among units and workstreams

  • Construct and adhere to project plans, identify dependencies and resource requirements, communicate project status, escalate issues, and manage timelines and action items

  • Work closely and collaborate with the PSP Manager and leadership team members to ensure a prioritized and sufficient strategic plan

  • Actively engage and educate business process owners on solution optimization, simplification, and standardization capabilities

  • Foster a diverse workplace that enables all participants to contribute to their full potential in pursuit of organizational and strategic objectives

  • Create a process update and document control framework that includes adherence to all CO State accessibility laws and standards

  • Work with business process owners to continuously update all ECMC process when there are:

  • Changes identified by process owners

  • New systems or processes are added to through legislation or technology evolution

  • Business processes change due to strategic initiatives

  • Deletion or outdated or ineffective processes

    Use Business Process Data to Create and Maintain ECMC Strategic Roadmap :

    This position will work with the PSP Manager to:

  • Use the data provided through the business processing analyses to create a robust five-year ECMC Strategic Roadmap

  • Present ECMC’s Strategic Roadmap to various stakeholders including ECMC Leadership and staff, Commissioners, and other Department of Natural Resources stakeholders

  • Demonstrate excellence in business process modeling

  • Work with communications staff to develop pertinent communications needed to support all Roadmap initiatives

  • Use Asana project management software to develop strategic roadmap projects and initiatives and assign and delegate tasks to stakeholders

  • Conduct regular check ins with project stakeholders

  • Provide written and verbal feedback to stakeholders on strategic project work

  • Write and present detailed reports regarding strategic plan work

  • Comply with all Colorado Accessibility Standards in all work products

    Act as a Liaison Between IT, Quality Assurance, Finance, and Operations Groups :

  • Act as a liaison between business, quality assurance, and operations groups by having regular cadence meetings with key stakeholders and incorporating IT and quality assurance needs in all strategic planning work

  • Making key recommendations to IT, quality assurance, finance, and other units related to business process improvements

  • Work with key stakeholders in other units to supervise the design of new products and evaluate how these will perform for ECMC

  • Determine business needs based on liaison work with other units

Minimum Qualifications:

Seven (7) years of professional experience in an occupational field related to the work assigned to the position. At least five years of experience in business process and technology projects AND a t least two years of process Improvement, analysis and facilitation experience

OR

Three (3) years of professional experience in an occupational field with experience in business process and technology projects, process Improvement, analysis and facilitation experience .

AND

Bachelor's degree from an accredited institution in Business Administration, Management, Organizational Development, Human Resources, or related field.

Substitutions: Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.

Required Competencies:

  • Expertise with productivity tools such as Microsoft Office, Visio, LucidChart and database tools such as Tableau and SQL

    Preferred Qualifications:

  • Excellent verbal and written communication skills

  • Expertise with MS Office, Google Suite, Adobe, Zoom, Asana or other project management software, and survey software.

  • Current or former State experience relevant to this position.

  • Strong organizational skills.

  • Excellent problem solving logic.

  • Motivated team player with well developed people skills.

  • Experience leading staff.

  • Strong knowledge base of BPM (business process methods), techniques, and tools such as Lean Six Sigma.
