Description of Job

Information Technology (IT) Division

Provides information systems and computer support for employees, customers of the Department of State, and therefore the people of Colorado. Most of the work completed by the division can be done remotely, contributing to the positive work-life balance of its employees. This includes maintaining computer hardware and peripherals. Staff develops, upgrades, enhances, and maintains computer applications and system software for the use of Departmental staff and the public. Processing and storing data received from Colorado counties for voter registration, charitable gaming licenses, UCC filings, domestic and foreign corporations, notary, campaign finance, and lobbyist systems. The Colorado Department of State is unique from many state agencies in that we are a smaller agency with an in-house IT division, as a result our employees maintain greater collective impact over the work product of the Department.

Development Unit

This work unit develops, upgrades, enhances, and maintains web application and system software for the use of Departmental staff and the general public. The unit also provides application support for various web applications, which could include, but not limited to, voter registration, charitable gaming licenses, UCC filings, domestic and foreign corporations, notary, campaign finance, and lobbyist systems.

As the Java Development Supervisor, you will be a valued leader of the Java Development Team, as well as a senior developer and an IT expert in Java development. You will work across all development projects, designing and constructing new applications, as well as maintaining existing applications. You will participate in team design, analysis, development, testing, and maintenance, as well as test and learn assigned new development technologies for the Department, such as React and Spring Boot.

The ideal candidate will be a critical and creative thinker with strong problem-solving skills. To succeed in this role, it is important that you have outstanding written, verbal, and interpersonal skills.

Illustration of some of your duties:

  • Java Development – You will design and develop, in Java, and other programming languages, enhancements and future systems, along with maintaining and fixing bugs in current systems, which will include resolution of legacy application issues; provide expertise in the optimization of Java code through best practices; maintain/create working object oriented (OO) program modules to be incorporated into actual systems; apply current OO theory to module construction; test program modules during system development; work as part of a software development team in an Agile DevOps environment.

  • Supervision of Unit Personnel– You will plan, prioritize, assign, analyze, and monitor workflow; establish work schedules, review and approve worktime and absences; initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidates and hire; onboard and oversee training of new employees in unit; recommend promotions and changes in pay; resolve problems, performance issues, disputes, and informal grievances; initiate corrective action or recommend progressive discipline as needed; identify training and developmental needs, and provide training as needed; provide feedback and coaching; write performance plans, conduct interim and annual performance evaluations; sign performance evaluations; write and update position descriptions as necessary.

  • Secure DevOps Leadership and Technical Review – You will serve as a leader and mentor for the Java team and the software development unit as we adopt Secure DevOps practices; engage with individual developers on a continuing basis to verify architecture and best practices are being followed in development; lead evaluation of processes, tools, and technical architectures for the software development lifecycle; lead technical and process initiatives as the agency adopts Secure DevOps principles; be responsible for maintaining and monitoring the set of tools used by the Java development team, including the budget cost for the software; be responsible for developing metrics and measures for the Java team to be used in assessing the organization's maturity in Secure DevOps and recommending changes or shifts in our approach as appropriate.

  • Collaboration – You will collaborate with Developers, Managers, Systems Administrators, and other IT teams to determine system and application compatibility with Departmental standards and to resolve any issues; assist in the understanding of, and analyze the impact of, defects in the production environment, suggesting possible remedies to supervisors, peers, and user community; review work by peers and advance IT Division Object-Oriented expertise in code review and formal sessions. In doing this, position will ensure they understand and address the needs of a diverse staff and respond in a culturally appropriate manner.

  • Professional Development & EDI (Equity, Diversity, & Inclusion) – You will continue to improve and develop new skills through ongoing training provided through the Secretary of State's office or other State agencies; attend and complete all EDI training and participate in EDI office-wide initiatives to advance an inclusive culture; comply with all State and Department policies; be committed to advancing a diverse and inclusive workplace by being open to and valuing new views and opinions and being ready to seek them out and bring down barriers that may be keeping these diverse perspectives out of programs or initiatives.

MINIMUM REQUIREMENTS:

Graduation from an accredited college or university with a bachelor’s or master’s degree in Information Technology, Computer Science, Mathematics, Statistics, or Engineering. Education may substitute for the professional experience on a year-for-year basis, but will not substitute for the two years of experience working as a software development team lead or supervisor.

PLUS , any remaining years of professional experience developing Java software, to equal a total of 8 years between education and experience combined, with at least two years of those years working as a software development team lead or supervisor.

The following trainings or certifications will be considered as a substitution for 3 months of the required experience or 2 semesters of the required education:

  • Certified Software Development Professional (CSDP)

  • Software Engineering Master Certification (SEMC)

  • Java Development Certified Professional

  • Certified Software Engineer

  • CIW Web Development Professional
