HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Division Tenant Resources HPD's Division of Tenant Resources (DTR) is responsible for the administration of rental subsidy programs, which consists of the Regular and Enhanced Section 8 Program also known as Housing Choice Voucher (HCV), Project Based Voucher (PVB), Moderate Rehab Section 8, Moderate Rehab Single Room Occupancy (SRO), Continuum of Care (CoC)-Shelter Plus Care (SPC) and other housing subsides. Through these programs, HPD serves approximately 40,000 households in all five boroughs. Over 9,000 landlords currently participate in our programs. DTR is responsible for initial application screening, confirming eligibility requirements, vouchering process, and tenant briefings. As well as monitoring tenant and landlord compliance of their obligations under each program. DTR is also responsible for processing annual and interim recertification’s to update family income, asset and family composition and recalculate the subsidies, tenant moves and transfers, approved rent increases, Housing Assistance Payment (HAP) abatements and reinstatements to enforce Housing Quality Standard (HQS) inspection results and tenant reported changes.

Your Impact:

The selected candidate will serve as the Quality Assurance (QA) Analyst for the division and will be reporting to the Deputy Director of Quality Assurance. The QA Analyst will be responsible for assisting with compliance of Federal, State and City policies and regulations. The QA Analyst will assist with the development and implementation a quality control review protocol for all key Section 8 and other federal rental assistance program operation procedures. The selected candidate will be working in coordination with the Quality Assurance Specialists on audits and special projects for DTR. The QA Analyst will provide analysis and technical expertise in the planning and implementation of corrective action to ensure program compliance. Additionally, the selected candidate will help the Agency prepare for external audits and may liaise on behalf of DTR with any external audit requests. The QA Analyst will also be responsible for handling special projects that is assigned by the Deputy Director of QA.

Your Role:

  • Responsible for assisting with DTR’s internal and external auditing requirements.

  • Assist with creating auditing parameters using existing agency policies and operational workflows.

  • Analyze audit findings, develop recommendations to address deficiencies, and prepare summary reports for the Deputy Director

  • Coordinate with colleagues to complete QA reports.

  • Coordinate with multiple internal and external stakeholders, including DTR managers, managers from other HPD divisions, independent auditors and HUD representatives.

  • Assist with monitoring and reporting on some the division’s Section 8 Management Assessment Program (SEMAP) scores.

  • Be able to present the work that the unit produces including but not limited to reports, audit findings and recommendations based on best practices and policies.

  • Maintain and prepare reports and statistical analyses relevant for unit operations, performance, compliance, projects, or other initiatives for the Deputy Director.

  • Represent the unit/ division in meetings, organize meetings and other communications regarding QA topics

  • Have full understanding of the various steps of the rental subsidy programs’ tasks including, but not limited to application screenings, eligibility determinations, preparation of Housing

    Assistance Payment (HAP) contracts, client briefings, rent calculations, filed preparation, annual and interim reexaminations, client transfers, data entry of required information into data

    systems.

  • Review internal and federal policy changes

  • Responsible for completing special projects that may be assigned to the Quality Assurance Team.

  • Assist with, coordinate, and/or lead other projects as needed.

Qualifications

  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
