The Direct Care Worker (DCW) Workforce Program Manager is responsible for overseeing DCW recruitment and retention initiatives and for assisting with the Participant directed and agency models of care, including monitoring and collaborating with the Fiscal Management Services (FMS) vendor. This position is responsible for developing workforce innovations that improve the recruitment, retention, and skills of direct care workers for education, training, and other initiatives. Workforce initiatives include employer partnerships, training programs, pre-service orientations, promotion of direct-care worker organizations and associations, professional support, certifications, career-ladder opportunities, care team integration of front-line workers, and marketing for education and increased awareness of Participant-directed services options. The DCW Program Manager will be responsible for:

  • Acting as the plan representative and liaison for Participant Directed activities, including Fiscal Management Services (FMS) activities and workgroups.

  • Leading Participant-Directed initiatives that increase awareness of, and participation in Participant-Directed models of care, including building a DCW registry.

  • Expanding the clinical knowledge of the direct care workforce to ensure they are providing quality health-related services to our participants.

  • Identifying and collaborating with various stakeholders on initiatives that will support direct care workers to better support participants, close care gaps, identify potentially avoidable admissions, and increase participant satisfaction with their service delivery options.

  • Equipping entry-level staff with the core clinical, relational, and communication skills they need to begin and remain successful on the job.

  • Identifying and articulating skills trainings that improve direct workers competencies to progress along career ladders and to promote retention.

  • Improving in-house training by providing internal trainers with a shared conceptual framework, common skill set, and language to implement effective adult learner-centered programs.

  • Partnering with agencies to train the direct care workforce to collaborate on recruitment and retention initiatives, such as enhanced direct care worker training.

Education/ Experience:

  • Bachelor’s Degree preferred.

  • 5+years’ experience with LTSS / HCBS services and delivery options.

Other Skills:

  • Background in homecare delivery of personal care services

  • Ability to write and manage proposals.

  • Knowledge of career paths, skill building, and retention strategies for direct care workers desirable.
