The Technical Project Manager (TPM) functions as the single point of contact with the customer on engineering development projects, repair and overhaul support and obsolescence investigations. This is an individual contributor role directly reporting to Ottawa engineering management and indirectly reporting to Cedar Rapids Program Management.

Primary Responsibilities

  • Tracks, reports and analyzes earned value metrics as required to understand program performance. Is able to recommend staffing and/or schedule adjustments based on these metrics. Reports overall engineering performance to plan as appropriate.

  • Works with the program manager and engineering to develop the program execution plan and has primary execution responsibilities to ensure project remains within budget, on schedule and meets requirements.

  • Generates project management bids for small to medium complexity development projects. Often creates the WBS and coordinates bid inputs for the engineering bid team. Supports schedule and cost estimations from engineering and provides backup data.

  • Considered the customer's and Program Manager's technical point of contact on program development.

  • May lead small to medium complexity proposal efforts, coordinating inputs from various project engineers.

  • Understands relationship of his/her projects to other development projects, defining strategic plan to leverage the investments across the business unit.

  • Able to represent Collins Aerospace and provide presentations to the customer related to technical activities and represents the Program Manager as required.

  • Understands basic avionic mission planning activities and will interface with customers on some associated products.

  • Understands avionic and radar systems and provides technical support to various programs and installations.

  • Understanding of the ARINC-429 and MIL-STD-1553 data busses.

  • A thorough understanding of the Diminishing Manufacturing Sources and Material Shortages (DMSMS) Guidebook and knowledge addressing obsolescence issues.

  • Networks internally and externally to develop and maintain relationships – a team player who thrives in a collaborative work environment.

  • Works mostly with engineering and management in the US, requiring the candidate to be a self-starter and capable of managing their time efficiently.

  • Solid communication skills, both oral and written.

  • Strong planning and organizational skills required, able to use a disciplined approach to achieve goals and meet customer commitments.

  • A critical thinker, able to analyze issues, problems and opportunities to make sound decisions.

  • Understanding of project management principles and earned value management.

    Basic Qualifications

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience

  • Must be a Canadian Citizen

  • Must either hold or be able to obtain Government of Canada Security Clearance up to the Secret level and access to controlled goods.

Preferred Qualifications

  • Background in avionics and radar engineering is desirable.

  • Knowledge of military communications and data links in particular would be useful.

  • Excellent knowledge of Microsoft Project, Excel, Word, Powerpoint and Visio.
