JOB SPECIFICS

Washington County is currently hiring for an Accountant Principal in the Accounting and Finance Department. This position will have primary focus on producing the Annual Comprehensive Financial Report (ACFR). The Accountant Principal is dedicated to accurate, complete, and timely preparation of accounting records and financial reports, ensuring compliance to county policies and state and federal laws and regulations. This position is the liaison with the county's external audit firm to assist with external audit requirements and ensure the annual audit is completed timely. This position also assists in identifying, recommending, and implementing opportunities to improve accounting and reporting processes for continuous improvement.

JOB SUMMARY

The Accountant, Principal follows generally accepted accounting principles and government accounting standards board pronouncements to prepare, maintain and analyze financial records for necessary external reporting, focuses on accounting and finance activities that are not part of day-to-day operations and provides lead support to the County regarding the chart of accounts, annual report, capital assets, audits, subsidiary ledgers, year-end carryovers, accounting system upgrades, business processes, regulatory compliance and special reports.

HOURS / DAYS: 8:00 a.m. - 4:30 p.m. Mon-Fri. Work schedules (hours and days) and location are subject to change based on department needs. This position is eligible for a hybrid work environment.

ANTICIPATED HIRING RANGE: $84,115.20 - $114,940.80 Annually

EMPLOYMENT CRITERIA

MINIMUM QUALIFICATIONS: This position requires a Bachelor's degree in Accounting, Finance, Business Administration, Economics, or related field and five (5) or more years of progressively responsible paid professional financial experience including at least one year of government accounting or auditing experience. Progressively responsible experience includes managing organization-wide projects or tasks that required substantial accounting/financial, auditing and systems skills. A professional certification is highly desirable: CPA, CPFO, CFE, CISA, CIA

DUTIES & RESPONSIBILITIES

Please note that Accountants, Principal may perform some or all of the following tasks depending on their areas of expertise.

Prepare financial statements and special reports:

• Compile, analyze and distribute financial statements, bond data, debt service schedules, levy projections, indirect cost studies, complex projections, allocations, and regulatory reports;

• Prepare statements and other supporting documentation for bond sales;

• Create reports on County infrastructure for multiple regulatory agencies;

• Review all capital projects and prepare the year-end Construction in Progress analysis;

• Establish fringe benefit and overhead rates for billing purposes; and

• Determine equipment rates for vehicles and road maintenance equipment.

Develop the County's general financial functions structure:

• Design, implement, analyze and monitor reporting structures for the chart of accounts including: accounts payable, payroll, financial reporting, general ledger, debt management, service billing, fixed assets, inventory, contracts and accounts receivable;

• Oversee a complex sub-system of financial reporting software for: fixed assets, inventory, accounts payable, contracts, accounts receivable and service billing by designing, installing, analyzing and monitoring systems; and

• Provide training and documentation for accounting and support staff regarding the implementation of new systems, subsystems and procedures.

Ensure compliance with financial regulations:

• Ensure the integrity and accuracy of the financial information in systems;

• Interpret State statutes;

• Develop accounting procedures to comply with Federal, State and County policies and procedures.

Coordinate the financial audit:

• Address and answer concerns of stakeholders and auditors;

• Schedule and lead audit meetings with auditors, staff and management;

• Coordinate efforts to resolve reporting issues to conform to generally accepted accounting principles; and

• Serve as the liaison to other County departments, government agencies and external auditors on accounting matters.

Serve as a project lead for department projects:

• Coordinate preparation of the Annual Comprehensive Financial Report (ACFR);

• Support implementation of information systems and technology; and

• Support efforts to evaluate County financial systems and processes, and conduct work flow analysis.

Perform other duties as assigned.

WORK ENVIRONMENT

Work performed is sedentary in nature, and typically performed within the Government Center or a satellite office. Lifting requirement of up to 25 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, typewriter, calculator, telephone, scanner and copy and fax machine.

Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to work at a service center, attending meetings, participating in or leading training sessions, etc. may be required. Must have own means of reliable transportation for business purposes; individuals operating a motor vehicle for county business must possess a valid driver's license..
