The nature of the project is to structure and execute a study of the fiscal, organizational, and clinical impacts of the State’s transition from contract-based funding of service providers to a fee-for-service model. The providers are either providing services to developmentally disabled participants or to participants in mental health or substance use disorder programs. The general approach is to evaluate the nature of the data the State has, design survey instruments to collect additional data from providers, and crunch the data to evaluate the impact of the transition on provider fiscal condition and on the quality of care provided to participants in these programs.
Exciting work you will do:
Ability to structure day to day work of project team (23 individuals including the subcontractor)
Conduct interviews and facilitate interviews with State staff in these programs to understand the data available and the history of the transition
Review and oversee team’s models for fiscal and quality of care impacts
Review and consolidate team’s survey instruments
Lead and facilitate meetings with providers to understand sources of data and perspectives on the transition
Coordinate execution of provider survey, follow up with providers, and tracking and compilation of the data
Review team’s analysis of the data
Review and structure writeup of the findings, conclusions, and recommendations from the analysis
What you will need:
Human services program evaluation
State grantee budgeting and reporting
