GovCIO Business Analyst 4 in Washington, District Of Columbia

Overview

GovCIO is currently hiring for a Senior Business Analyst to support the analysis and evaluation of Microsoft's SharePoint solution as part of a Proof of Concept (PoC) aimed at enhancing PBGC's pension plan data management (PPDM) processes. The successful candidate will play a pivotal role in assessing the viability of SharePoint and other technologies to address the organization's document management challenges and improve operational efficiency. You will work closely with stakeholders, conduct detailed analysis, and develop innovative solutions to enhance PBGC's data management capabilities. This position will be a fully remote position.

Responsibilities

  • Conduct thorough analysis and evaluation of Microsoft's SharePoint solution to address gaps and issues identified in previous assessments.

  • Collaborate with stakeholders to define success criteria, use cases, and requirements for the PPDM PoC.

  • Work closely with the Integrated Product Team (IPT) to perform activities related to the PoC, including technology validation and blueprint development.

  • Partner with Enterprise Architecture (EA) and other teams to stay informed about changes and updates in the marketplace related to PPDM.

  • Coordinate and participate in discussions with Microsoft to explore available products, technologies, and capabilities, particularly in document management and cloud services.

  • Conduct market research and engage with industry experts to gather insights and best practices for PPDM solutions.

  • Review current use of SharePoint and other technologies in the organization, identifying best practices and limitations to overcome.

  • Author comprehensive requirements documentation, including user stories, to guide the development and implementation of the PPDM solution.

  • Collaborate with the team to set up and configure the PPDM PoC environment, ensuring alignment with business requirements and objectives.

  • Develop prototypes and conduct feasibility testing to validate the chosen technologies and solutions.

  • Co-author the blueprint and cost analysis for the PPDM modernization, including total cost of ownership and estimated timeline for implementation.

  • Provide support and assistance to the project manager and other stakeholders as needed throughout the PoC process.

Qualifications

Bachelor's with 8+ years (or commensurate experience)

Required Skills and Experience

  • Bachelor's degree in Business Administration, Information Technology, or related field.

  • Minimum of 8 years of experience as a Business Analyst, with a focus on technology solutions.

  • Extensive background with Microsoft Dynamics, MS SharePoint, and document management systems.

  • Proficiency in Azure DevOps, agile methodologies, and user story development.

  • Strong analytical and problem-solving skills, with the ability to translate business requirements into technical solutions.

  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams.

  • Experience conducting user workshops, gathering requirements, and defining success criteria.

  • Ability to work independently and manage multiple priorities in a fast-paced environment.

  • Clearance Required: Must be able to acquire and maintain Public Trust

Preferred Skills and Experience

  • Master's degree in Business Administration, Information Technology, or related field.

  • Certification in Business Analysis or Project Management.

  • Experience with PPDM or similar data management projects in a government or regulated industry.

  • Knowledge of other relevant technologies, such as Kofax, OCR scanning, artificial intelligence, and process robotics.

  • Familiarity with government guidelines and regulations related to document management and data security.

  • Experience working with integrated project teams and managing stakeholders at all levels.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $125,000.00 - USD $150,000.00 /Yr.
