Responsibilities The Department of Energy's (DOE) Office of State and Community Energy Programs is looking for a dynamic, innovative, seasoned executive to lead the Business Operations unit for the Office of State and Community Energy Programs (SCEP). The Deputy Director for Business Operations will ensure that SCEP has the internal capacity to successfully execute budget, workforce, audits, IT and other administrative support activities. As the Deputy Director for Business Operations you will: Hold responsibility for the people, resources, facilities, technology, and security for SCEP. Serve as one of the SCEP Director's principal advisors on management issues and on all matters involving allocation of the office operating resources, including forward planning and control of positions, funds, and other office resources in support of the Department of Energy's objectives. Serve as a senior liaison in the initiation of meetings, conferences, and contacts with other agencies, and Department officials as necessary. Assist senior leadership in all matters involving the allocation of Human Capital Management and Administrative, Environment Security, Safety & Health on management of Private Sector Security program, Operations, Procurement, and Financial Services, Information Technology and Budget Services in support of the President's and Secretary's Energy policy objectives. Assure the effective management of Office programs, activities and resources by developing, implementing, and monitoring DOE-wide policies and systems for the full range of Office programs. Responsible for the application and promotion of the EEO Program and Affirmative Action Plans; ensures that support for EEO and Affirmative Action policy is understood and followed by subordinates. Serve as a supervisor over various positions within business operations, including but not limited to, human resources staff, budget analysts, administrative staff, project administrative staff, communications specialists, and information technology specialists. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless you are already a member of the SES with career status or have successfully completed an SES Candidate Development Program certified by OPM, your executive qualifications must be approved by OPM before your appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission. CITIZENSHIP: You must be a U.S. Citizen or National. HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): Your appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity. PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978. PROBATIONARY PERIOD: Your initial SES career appointment becomes final only after you successfully complete a one-year probationary period. Qualifications The application process used to recruit for this position is the RESUME BASED method. Although you cannot address the Executive Core Qualifications (ECQs) separately, evidence of each must be clearly demonstrated in the five (5) page resume and throughout the entire application package. Mandatory Technical Qualifications (MTQs) listed later in this section below must be addressed in a separate narrative. EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether you have the broad executive skills needed to succeed in a variety of SES positions. 1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. 2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4: Business Acumen: Ability to manage human, financial, and information resources strategically. 5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, a supplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. You must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Describe your experience in, or demonstrated potential for, leading a team of senior professional staff with a variety of specialized knowledge for a complex organization as well as effectively using this knowledge to provide assistance and guidance to a variety of stakeholders. Experience should include extensive demonstrated success at managing the following functions: acquisition, budgeting, human resources, project management, information management or other business services. MTQ 2: Describe your ability to build positive relationships and effectively present, defend, or negotiate major financial assistance or acquisition strategies, develop metrics and programmatic risks, and defend decisions with a broad range of executive level decision-makers, stakeholders and customers. MTQ 3: Describe your knowledge of, and experience with the end-to-end Federal Budgeting process in order to manage the formulation and execution of the budget process for a public and/or private large organization to make justifications and appropriate recommendations for approval of budget requests. Inherent in the qualification is knowledge of and ability to manage budgets related to research and development programs and/or complex financial audit issues and findings.
