Public Buildings Service Director, Service Delivery Division in Washington, District Of Columbia

Summary As a Director of the DC Service Center within the Office of Facilities Management, you will be managing directing and coordinating the delivery of the full spectrum of real property management services in support of Federal agencies occupying Federally owned and leased buildings. This position is located in Public Buildings Service (PBS) of the National Capital Region, Office of Facilities Management. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities OFM is the largest organization in GSA PBS NCR. OFM includes the DC, Metropolitan, Potomac, Triangle and White House Service Centers. OFM directs, manages, and coordinates the day-to-day building operations and programs related to property management and lease administration, providing a safe, healthy, effective, and efficient work environment for customer agencies. Manages and directs a program involving the delivery of a variety of building services for an assigned group of agencies. Plans, coordinates and evaluates the services provided to include: the delivery of all services relating to building operation and maintenance for GSA owned and operated as well as leased buildings including cleaning and custodial services and maintenance of building systems and mechanical equipment. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. Delivers services associated with oversight, technical support, project development and project management of delegated buildings to ensure the assets are properly managed and maintained. The delivery of project management and contract administration services associated with funded new construction projects for major renovation and/or modernization, repair and alteration, construction contracting, and lease and site purchase All activities associated with procurement and oversight of technical services, the evaluation of contractor performance, and conducting inspections of projects during and upon completion. Through subordinate supervisors directs a functionally diverse group of employees responsible for accomplishing work required to manage services provided in specific government owned or leased buildings. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. This position operates in a work environment which is subject to frequent, abrupt, and unexpected changes in work assignments, goals, and deadlines which may require adjustment of operations under pressure of unpredictable conditions. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices. Contacts involve active participation in conferences, meetings, and presentations involving problems or issues of considerable consequence or importance to the program or program segment(s) managed. They often require extensive preparation of briefing materials or up to date technical familiarity with complex subject matter. Frequent contacts include high ranking managers and technical staff at bureau and major organization levels of agencies, often with Federal agency headquarters staff. Sets a series of annual, multi-year, or similar types of long-range work plans and schedules for in-service or contracted work. Determines goals and objectives that need additional emphasis; determines the best approach or solution for resolving budget shortages in collaboration with other GSA business lines; prepares long range staffing needs; and works closely with internal and external stakeholders to ensure implementation to support assigned GSA building portfolio and customers. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized Experience is experience that demonstrates a comprehensive knowledge of, and experience in overseeing subordinate organizations with responsibility for overall management operations support. Experience must include advising others on the application of policies and procedures required to meet organizational and programmatic goals; advising other organizational representatives on issues that involve the application, or tailoring, of methods and procedures developed; and a technical focus in one or more of the following program areas: 1) Building Operations/Maintenance Management and Lease Administration; 2) Superior Project Management and Delivery of Facilities Services; 3) Results-Driven Supervision and Team Leadership; 4) Executive Level Client Customer Relationships and Communication with Senior Leadership; 5) Strategic Facilities Program Planning and Collaborative Stakeholder Engagement.
