ASRC Federal Holding Company Overseas Technical Management Interface in Washington, District Of Columbia

Location: Washington, DC

Clearance : Secret clearance (active ideal; must be a US Citizen)

Summary: The individual will serve as an Overseas Technical Management Interface within the Space Communications and Navigation (SCaN) Program at NASA HQ. The position will be responsible for assisting with the monitoring the performance of the overseas complexes.

Responsibilities:

  • Coordinate with NASA and JPL, as directed by the Contractor and the Overseas Complex Contracting Officer (CO) and Contracting Officer Representative (COR), on pertinent information, planning, and reporting.

  • Assist NASA in budget negotiations with the overseas complex and monitor expenditures for large-scale tasks. Review details of expenditures versus metrics, and work with support personnel nationwide to determine variance explanations and background information to support the data.

  • Monitor complex/site performance and report any detected problem. Provide periodic reports and status updates.

  • Perform surveillance, noting any deviations. Assist in developing and negotiating the operating budgets, monitoring the budgets, evaluating financial reports, and providing input to annual contract performance evaluations.

  • Assist (COR) in ensuring the contractor complies with SOW or contract specifications and interpreting technical requirements. Recommend any changes in scope, technical content, or both, with justification for the proposed change.

  • Assist NASA in Budget Negotiations with Overseas Stations Management.

  • Propose (to CO and COR/TMR) technical direction to overseas management. Work with each of the Complexes and JPL technical management to ensure proper coordination and task execution within contractual specifications.

  • Integrate and provide oversight to the Overseas Complexes program/project budgets and manage all financial and business reporting activities.

  • Continually evaluate and monitor the business process throughout the Overseas Complexes.

  • Upload documentation and materials to centralized repositories, and organize content for multiple users. Serves as interface with center project leads and NASA HQ managers. Provide regular communication with major stakeholders of upcoming milestones and deliverables. Potentially support configuration management efforts,

  • Coordinates meetings on behalf of the customer, taking notes, and disseminating minutes and actions. Tracking and following up on actions of responsible parties

Requirements:

  • Must be proficient with MS Office (Word, Excel, PPT and Outlook), advanced MS Excel and MS PPT preferred.

  • Ability to multi-task and successfully meet deadlines in a timely manner.

  • Strong organizational skills, attention to detail and ability to work in a fast-paced environment.

  • Possess strong interpersonal and communication skills.

  • Team player as well as able to work independently.

  • Travel will be necessary – locally, internationally and in the US.

  • Must be U.S. Citizen and be able to obtain a government issued Secret clearance.

Education/Experience:

  • Bachelor's Degree (economics, business or financial related field, or engineering). Master's degree is beneficial.

  • 10+ years of relevant experience, prior NASA experience is highly desired.
